OpenBet has published a white paper examining Brazil’s newly regulated online betting and gaming market, arguing that operators must tailor their strategies to local conditions in order to succeed.

Titled ‘How to Win Brazil’s Regulated Market’, the report draws on data and projections from H2 Gambling Capital (H2GC) alongside commentary from OpenBet executives. It focuses on Brazil’s distinct market characteristics, regulatory requirements and the steps operators need to take to gain a competitive edge.

Compliance and geolocation in focus

The white paper places particular emphasis on regulatory compliance, given Brazil’s strict rules around responsible gambling. It points to the importance of advanced compliance technology, citing Neccton’s player protection tools and OpenBet’s own geolocation software, OpenBet Locator, as examples of solutions operators can use to meet regulatory standards while protecting players.

According to the report, precise and scalable geolocation technology will be essential for compliance with Ordinance No. 722, which requires operators to accurately track customers and confirm they remain within authorised betting zones. The paper also flags platform scalability as an operational challenge, noting that Brazil’s large potential customer base will demand infrastructure capable of managing high traffic volumes without a drop in performance.

Market projections

H2GC data cited in the white paper forecasts that sports betting will account for 55% of online betting and gaming gross gaming revenue (GGR) in Brazil in 2025, with slots taking a 27% share. The market as a whole is projected to reach US$10 billion (R$47.2 billion) in GGR by 2029.

The report also estimates that Brazil will have 39 million active online betting and iGaming accounts by 2026, generating an average GGR per account of US$133 (R$745). Football remains the dominant betting product in the market, accounting for 86% of GGR.
